In a recent statement, he has set a precondition for negotiations on a ceasefire in Ukraine, demanding a change in the Ukrainian government. This move is seen as a clear indication that Putin is not interested in genuine peace talks.
Questioning the Legitimacy of Ukraine’s Government
Putin has cast doubt on the legitimacy of Ukrainian President Volodymyr Zelensky’s government, claiming that the Ukrainian Constitution only allows for the extension of the powers of the Verkhovna Rada (Ukrainian Parliament), but not the President, even in times of war. However, as the Institute for the Study of War (ISW) points out, Ukrainian law clearly regulates the electoral process during wartime, which began in February 2022. In such conditions, it is not possible to hold presidential, parliamentary, or local elections. Therefore, the decision to suspend elections in 2024 is in line with the law and the Constitution.

The Kremlin is exploiting the distortion of Ukrainian law to delegitimize the Ukrainian government. Putin has revived this narrative to emphasize the need for a change in power in Kiev as a condition for potential negotiations with Russia. As the ISW highlights, the Kremlin is not interested in fair negotiations and is seeking maximum concessions from Ukraine, particularly through the removal of the legitimate government. It is essential to remember that one of the war’s most potent weapons is disinformation. Much of the information provided by Russian media or government representatives is part of a propaganda campaign.

On December 16, Putin claimed that a large number of volunteers for military service are changing the course of the war in Ukraine in favor of Moscow, and maps show that his army is advancing at the fastest pace since 2022. Russian forces are strongly maintaining strategic initiative along the entire line of contact. This year alone, 189 populated areas have been liberated, he emphasized. He also expressed „great concern” over the actions of the United States in the field of short- and medium-range missiles and threatened to lift his own voluntary restrictions on the deployment of such missiles if the United States decides to introduce them.

According to the Ukrainian Ministry of Defense, as of December 2022, Russia has lost over 94,000 troops, with more than 3,000 pieces of military equipment destroyed or captured. Ukraine has also reported significant losses, with over 10,000 soldiers killed and many more wounded.
